LordsAWar! is a GPL, turn-based strategy game which is intended to be similar to Warlords II. It was created from the original C++ code base of the old Freelords project. Freelords has subsequently been restarted and has switched to Java. LordsAWar! was written by Ben Asselstine.
Crimson Fields is a tactical turn-based war game of two opposing sides (Empire of Kand and Free Nexus Army). Facing either the computer or another player, turns are taken to move various military units and attack the opposition. As of 2011-07-26, the latest version of the game is 0.5.3 released on March 1st, 2009. It is licensed under the GPL.

Creep Smash is a multiplayer tower defense game written in Java. It was developed by ten computer science students within a collegiate software project of the University of Applied Science in Stuttgart. The project requirement was to plan, design and implement a Java-based multiplayer version of Tower defense within 2.5 months. Each student had a specific role in the project such as project manager, developer, or tester. After that, Patrick Schlesinger has started to continue the game development and provide a game server with a growing team of developers. CreepSmash is licensed under the GPL. The latest version of the game is 0.6.0 beta released on August 7th, 2009.

Xconq is a system for creating strategy games. It have the ability for online play and have built-in support for many types of game. It is licensed under the GPL. The latest version of the game is 7.5pre released on May 20th, 2004.
Hedgewars is a turn-based artillery game featuring fighting hedgehogs. The player has to equip their team of hedgehogs with a choice of numerous silly weapons like hellish hand grenades, homing bees or melon bombs in order to combat the enemy.
Civil is a turn-based strategy game mainly focused in the American civil war. The game features networked multi-player and is available for multiple platforms. The development of the game stopped in 2005.

The Battle for Wesnoth, or simply Wesnoth or BfW, is a fantasy themed 2D turn-based strategy game started by David White in June 2003. The game is programmed in C++ and its code and media are licensed under the GPL. This game does not require 3D hardware acceleration.
WarMUX (Wormux until November 21st, 2010) is a Worms-like game that is licensed under the GPL, including its data. The latest version of the game is 11.01 released on January 21st, 2011. This game does not require 3D hardware acceleration.
8 Kingdoms is a 3D turn-based strategy game based on hexagons in which the player is a king in a fantasy world. It is licensed under the GPL. The media license is unknown. The latest version of the game is 1.10 released on July 22nd, 2007. It is written in the C++ and Tcl programming languages and uses the SDL library.
It was created as a project at the Faculty of Mathematics and physics at the Univerzita Karlova, Prague in 2004.

Tanks of Freedom is a turn-based strategy game made with the Godot engine. The game is still in development.
You can make infantry, tank, or air units. The goal is to capture the opponent's base using an infantry unit.
FreeOrion is a turn-based strategy game of galactic conquest inspired by the Master of Orion games. As is typical for 4X games, players have to explore their surroundings, colonize new planets, manage their economies, research spectacular technologies, build up military might and conquer their neighbors, and ultimately, the entire galaxy. Features specific to FreeOrion are the diverse fantastical species and peculiar history of the game galaxy, the design of new ships with a multitude of hulls and ship parts available after research, and the possibility of technological victory after researching transcendence.
There is an impressive in-game encyclopaedia and most things can be looked up by clicking hyperlinks in messages or through right-click menus. The encyclopaedia includes both generic FreeOrion help and backstory as well as current game info such as for example what the target population of a particular planet would be if you were to colonize it with each of the species in your empire.
The game's source code is licensed under the GPL v2 and its media under the Creative Commons Attribution-ShareAlike 3.0 license.
Thousand Parsec (TP) is a framework for creating turn-based space-empire-building strategy games.
Kingdoms is a strategy game in which the player builds an empire and leads his nation throughout history. It is inspired by concepts from Civilization.
Freeciv is a 2D turn-based strategy game, inspired by Sid Meier's Civilization series, where players control an empire to "eXplore, eXpand, eXploit, and eXterminate" (4X). Both code and media are licensed under the GNU General Public License. Freeciv is mostly written in the C programming language. This game does not require 3D hardware acceleration. The game is also playable as an HTML5 Web game.
Javelin is a free open-source single-player role-playing game written in Java that uses d20 as the rule system – also found in Dungeons and Dragons (versions 3.0 and 3.5) and its successor Pathfinder. It draws heavy inspiration from many other video games, from Jagged Alliance and Dungeon Crawl Stone Soup to Pokémon and the Final Fantasy series.
Ancient Beast is a turn based strategy game. Players fight opponents by acquiring items and creatures. Ancient Beast is free software released under the AGPL with media released as CC BY-SA. It uses web-technologies, so it is directly playable from the browser.

Not a single picture in this game. You have to imagine everything yourself, like with a book (a grown-up book, without pictures). Once you learn to imagine things, though, you can keep exploring and mastering the world and making up stories for a long time. The gameplay manual  may also help. Enjoy!

Scorched 3D is a 3D turn based artillery game and based on the DOS game Scorched Earth. It is licensed under the GPLv2. The latest version of the game is 44 released on August 1st, 2014  It is written in the C++ programming language.
Hase is an open source (GPL) gravity based artillery shooter. It is similar to WarMUX, Hedgewars or other artillery games, but the gravity force and direction depends on the mass nearby, similarly to WarHeads (1997). It is optimized for mobile game consoles like the GP2X, Open Pandora or GCW Zero, so it doesn't make use of the mouse even on the PC. Hase features:

Xenowar is a turn-based tactical game for Android and Windows, in what may be generally referred to as the genre of X-COM- inspired games. At present it consists only of tactical scenarios ("battlescape" as it is often called in the genre) without an overarching strategic "geoscape" for the player to direct teams to battle on a world map.

Arcmage is a tabletop and digital turn-based strategy customizable card and deck building game within a fantasy setting created by a community of free culture-loving individuals first released in 2018. As a player (or arc-mage) you battle your opponents by summoning creatures and casting spells. You’ll have to defend your cities, manage your resources and power supply and conjure up a strategical plan to capture your opponent's cities.
Arcmage can be played by two or more players, either in person with printed cards or online with digital cards. It supports both pre-game deck building as random drafting. Although one-vs-one is the most played variant, the game supports other constellations and formats as well. E.g. one-vs-one-vs-one, one-vs-two, one-vs-three.
New cards are released on a regular basis through new sets. Unlike other similar card games, the cards are available under the CC-BY-SA4.0 license, and are available for download in high quality print ready pdf. Players can opt for a DIY approach and download-print-cut-play or get the professionally printed card boxes. In either case, the DIY or pro cards are perfectly legally in both casual as tournament play. Therefore there's no artificial scarcity of cards due to an 'invented' rarity in production or utility in gameplay. Arcmage abolishes the pay-to-win model and solely relies on the player's deck building and strategical skills. All players can enjoying the full game experience so there's no need for a pauper-format as seen in other games.
Arcmage is truly 'free for all'.
MegaMek is a BattleTech clone written in Java with network support. The player controls mechs, tanks and infantry against computer controlled or human opponents in a map consisting of hex fields.
OpenKropki is an open-source and multiplatform implementation of the 'kropki' game. It runs on most POSIX systems (Linux, BSD...) and on Windows.

Tanks of Freedom II (ToF II, earlier also Tanks of Freedom 3-D) is a turn-based strategy game for 1 - 4 players.
ASCIIlization is a game made by Piga Software for the June 2023 LibreJam. It is a terminal based hotseat mutliplayer turn based strategy game. Currently only training units and collecting resources is finished, so players instead compete for the higher score by harvesting resources and upgrading units. Units are assigned various tools to be used on different items. It was written in Gambas 3.17.3 and uses ncurses for display. Development tools used include the Gambas IDE and gedit on top of Fedora GNU/Linux. A point release was sent out on July 14th due to an error in the resource gathering code. The underlying Gambas Terminal Engine is based on the still unfinished ncurses adaptation of Windys.
